Types of Permanent Residence

🇪🇺 Long-term EU Resident Status

The standard permanent residence permit for third-country nationals who have lived legally in Estonia for 5+ years. [VMS]

  • Full work and residence rights in Estonia
  • Right to live in other EU countries (with some conditions)

  • No more renewals needed
🇪🇪 Estonian Permanent Residence

For those who were living in Estonia before 1990 independence or their descendants.

  • Special provisions for Soviet-era residents
  • "Undefined citizenship" passport holders
  • Different requirements may apply

Requirements

5 Years Legal Residence

Continuous legal residence in Estonia for at least 5 years on a temporary residence permit. Absences of up to 6 consecutive months (10 months total in 5 years) are allowed. [VMS]

Estonian Language (B1 Level)

Must demonstrate B1 level (intermediate) Estonian language proficiency. Pass the state language exam or provide certificate from accredited course. [VMS]

Exemptions: Age 65+, serious illness, or completed Estonian-language education

Stable Income & Accommodation

Proof of stable legal income sufficient for living in Estonia. Minimum: ~€350/month per family member. Registered accommodation address. [VMS]

Health Insurance

Valid health insurance coverage in Estonia. Can be state health insurance (if working) or private insurance.

No Criminal Record

No criminal convictions that would pose a threat to public order or national security. [VMS]

Estonian Language Requirement

B1 Level (CEFR)

You should be able to understand and communicate on familiar topics, describe experiences, and explain opinions briefly.

How to Prove

  • State exam: Free, organized by Education and Youth Board
  • Education certificate: Estonian-language school/university
  • Previous exam: B1 or higher already passed

Application Process

Pass Language Exam

Take and pass the B1 Estonian language exam if you have not already. Allow 2-3 months for preparation and testing.

Gather Documents

Passport, language certificate, proof of income, health insurance, accommodation registration.

Submit Application

Apply in person at PPA (Police and Border Guard) service point. Pay state fee (€64). [PPA]

Processing

Decision within 6 months. Background check and document verification. Track status at politsei.ee. [PPA]

Receive Permit

Collect your permanent residence permit card. Valid indefinitely but card renewed every 5 years.

Path to Citizenship

After obtaining permanent residence, you can apply for Estonian citizenship:

  • 8 years total residence (5 for permanent + 3 more)
  • B2 Estonian language (higher than permanent residence)
  • Constitutional knowledge test
  • Renounce previous citizenship (Estonia does not allow dual)
